Bill Overview

Analyzed Economic Effects

3 provisions identified: 1 benefits, 2 costs, 0 mixed.

New funding for vehicle registration services

Starting in fiscal year 2027, Utah funds counties that handle vehicle registrations through the Vehicle Registration Services Restricted Account. Payments use the prior year's registrations: up to $3 each for third-class counties, $3.50 for fourth-class, $4 for fifth-class, and $5 for sixth-class; payments shrink proportionally if funds run short. Payments double for 24-month registrations. The county that handled the most registrations among counties providing these services in 2024 gets a one-time $500,000 payment. That payment requires fiscal year 2027 to have begun, at least $500,000 in the account, and commission office space secured. For July 1, 2026, through June 30, 2027, county services get $900,000, reflecting $2.233 million minus a one-time $1.333 million reduction. For that same year, motor vehicle tax administration gets $1.3 million from the General Fund; these funds support operations, not household checks.

Higher contributions for historical support plates

Beginning January 1, 2027, the voluntary annual contribution for a historical support plate rises from $25 to $50. This applies when obtaining or renewing the plate; applicants for vintage vehicle plates do not have to contribute. Of each $50, $5.50 goes to the Cultural and Community Engagement Foundation Fund. Another $23 goes to the Transportation Investment Fund of 2005. The remaining $21.50 goes to the Olympic and Paralympic Venues Grant Fund.

Small added fees for vehicle owners

Beginning January 1, 2027, extra fees apply to registration categories listed in Utah Code Section 41-1a-1206(3)(a). Owners pay an additional $0.50 for listed regular registrations or $0.25 for listed six-month registrations. The money goes into the Vehicle Registration Services Restricted Account to fund county registration services.
