Starting in school year 2025-2026, Wyoming districts get separate funding for career and technical education supplies, materials, and equipment. The yearly base amount is $14,184.68 per reported full-time-equivalent teacher, with $28,369.36 for districts reporting fewer than two. Counts use the prior year's grades 9–12 career teachers who meet state certification rules, subject to a stated exception. Teachers need not work full time or teach only career courses. The department can adjust amounts using a state-approved cost adjustment for educational materials. Districts receive notice by October 15 and payment by February 15, must report spending, and must use funds only for these items. The law also replaces older funding provisions and changes the block-grant career component to 0.29 times full-time-equivalent average daily membership. It provides $4.990631 million from the public school foundation program account for supplies, equipment, and replacement payments from July 1, 2025, through June 30, 2026. This money cannot be transferred or used for another purpose; unspent, uncommitted funds return on June 30, 2026. Lawmakers intend to include this funding in the department's standard budget for the next two-year period.
The law provides career-education demonstration grants and equipment grants for Wyoming school districts. Demonstration grants last two years: up to $150,000 for first-year planning and $200,000 for second-year implementation. These grants are separate from regular school block-grant funding and the new supplies-and-equipment allocation. After the demonstration ends, state assistance is limited to regular block-grant funding and the new allocation. Districts receiving demonstration funds cannot receive equipment grants during the same period. Starting with school year 2025-2026 applications, equipment grants require districts to spend, or commit to spend with the grant, their entire career supplies-and-equipment allocation. The department checks the five preceding school years of spending and relevant special reserve funds, using the older funding formula for years before 2025-2026.
