The law adds certified water and wastewater operators to the list of emergency responders. Local homeland security plans must coordinate with these operators to protect public safety. This helps keep drinking water and wastewater service running during disasters or hazardous-material events. Private on-site facility teams are not responders unless a state or local government asks them to help. The law takes effect immediately upon completion of all steps needed for a bill to become law under the Wyoming Constitution.
