AN ACT relating to speed limits; changing the process for counties to decrease maximum speed limits on highways as specified; providing an exception for the department of transportation's approval of alterations on state highways as specified; authorizing the transportation commission to override a board of county commissioners' resolution to decrease maximum speed limits as specified; making conforming amendments; specifying applicability; and providing for an effective date.
