The law provides $69.2 million for school district payments and special education reimbursements from July 1, 2025, through June 30, 2026. Allocation follows the State Superintendent’s requests dated December 6, 2024, and January 16, 2025, for budget units 4101 and 4102. To prevent duplicate funding, this amount falls dollar for dollar for the same payments funded by enacted 2025 Senate File 0001 or House Bill 0001. Another $84.4 million for district payments depends on enactment of at least one specified 2025 bill. Those bills are Senate File 0069, Senate File 0153, or House Bill 0169; the funding covers the same period. Both appropriations go to Department of Education–School Finance from the Public School Foundation Program Account. The Legislature states its intent to double both appropriations in the next biennium, rather than guaranteeing that future funding. Funds cannot be transferred, and unspent, uncommitted money returns to the state June 30, 2026.
Beginning July 1, 2025, the law sets aside $52.3 million to adjust Wyoming’s school funding formula for 2025–2026. Professional and nonprofessional labor components each rise 8.5%; educational materials rise 1.067%, while energy falls 6.285%. The Department of Education administers this money from the Public School Foundation Program Account. Funding falls dollar for dollar for the same adjustment funded by enacted 2025 Senate File 0001 or House Bill 0001. The Legislature states its intent to include these adjustments in the formula and double the appropriation in the next biennium. Funds cannot be transferred, and unspent, uncommitted money returns to the state June 30, 2026.
Effective upon enactment, the law creates a committee to review whether Wyoming’s school funding formula reflects actual education costs. It also studies other states’ online-school funding and recommends a fair, predictable approach for Wyoming. The committee has six senators and six representatives, including one minority-party member from each chamber. Appointments were due March 31, 2025, and the committee ends February 9, 2026. State agencies, the Department of Education, school districts, and the School Data Advisory Committee must provide information for the study. The committee must report recommendations and draft bills to the Legislature and may introduce legislation. The Legislative Service Office staffs the committee and receives $920,000 from the General Fund for study costs and committee compensation and expenses. It may hire consultants with Management Council approval; consultant spending must follow a Management Council contract. Funding runs from enactment through June 30, 2026, cannot be transferred, and any unspent, uncommitted money returns that day.
