The law provides Wyoming’s Department of Transportation $15 million from the Legislative Stabilization Reserve Account for Interstate 80 tunnel repairs and maintenance. The money is available from the law’s immediate effective date through June 30, 2027. Spending is limited to necessary work after other available federal funds are spent, or required federal matching after nonmatching federal funds are spent. Unspent or uncommitted money returns to the reserve account on June 30, 2027. That day, the first newly redirected vehicle-tax funds in the highway fund repay the reserve account, up to $15 million, matching the amount spent.
Beginning July 1, 2025, Wyoming directs specified state motor vehicle and trailer sales and use tax receipts to its highway fund each year. This applies to purchases made and taxes paid on or after that date. The money supports state highway operations, maintenance, construction, and rebuilding. The Department of Revenue must credit the fund within 90 days after each fiscal year ends. This changes where the taxes go, not what buyers owe.
