The law removes otters from Wyoming’s protected-animal list. The state can regulate otter hunting and trapping like other non-protected species. Hunters and trappers in Wyoming are the people affected. The change takes effect immediately once the bill becomes law, under Article 4, Section 8 of the Wyoming Constitution.
