Beginning January 1, 2026, outfitters and professional fishing guides must register each boat used for paid fishing trips and pay an annual fee; the law sets no fee amount. The department provides two registration stickers: one must appear on the boat and one on its registered trailer. The Wyoming Game and Fish Commission can limit boat numbers on rivers, lakes, or sections of water, set registration and tracking rules, and hold public meetings in affected counties. Its boat-limit authority excludes guides using city, town, county, or state access points to take anglers to land owned or leased by the guide or immediate family. The rules cover paid services that accompany and help anglers on the water, including people advertising those services; merely supplying boats or equipment for exclusively personal, temporary use is excluded.
The law takes effect immediately and creates a seven-member advisory board appointed by the Wyoming Game and Fish Commission. It includes one member from each appointment district and at least two owners of Wyoming-owned drift boat guide businesses. Members serve four-year terms; removal is limited by state law, and replacements finish the remaining term. Members receive no pay but can receive daily allowances and travel reimbursement under state employee rules. The board can recommend boat registration and tracking rules to the commission. By November 1, 2025, both must recommend a new board or changes to an existing board to carry out these duties. Their recommendations go to the Joint Travel, Recreation, Wildlife and Cultural Resources Interim Committee.
