The law took effect immediately upon becoming law and gives qualifying Wyoming state land leaseholders a preferred right to renew. Leaseholders must have paid rent on time, meet W.S. 36-5-101 qualifications, and have no current lease violation. A past violation alone does not disqualify them. Renewal must be for the same or a similar land use, and holders must match the highest qualified competing bid. That bid must meet the board's minimum fair market value; the renewal bid cannot exceed 120% of its maximum value. The board uses the statutory formula and prior-year values from the most local available level: state, district, or county. Those values rely on National Agricultural Statistics Service data.
