Beginning July 1, 2025, specified Wyoming local governments, including municipalities and special districts, can invest public funds in stocks. They must first wait for the Wyoming State Loan and Investment Board to adopt investment policies, then follow those policies. The policies must include conditions comparable to the public-fund investment rules in W.S. 9-4-715 and 9-4-716. Political subdivisions that use this authority must create an investment advisory board. The investing government bears all risks, so its public funds can gain or lose money. These investments are exempt from W.S. 9-4-831(a)(xxviii) and W.S. 9-1-419 requirements. The new authority also covers the state treasurer without limiting or changing the treasurer’s existing authority to invest state funds in stocks. Implementation duties took effect upon enactment, requiring the state treasurer and state board to take all necessary actions.
