Beginning July 1, 2025, the Banking Commissioner can order licensed rent-to-own merchants to stop operating at specified Wyoming locations. This includes their own business locations and independent third-party retailer locations. The commissioner can use this order instead of suspending or revoking a license. The same laws and rules governing license suspension or revocation apply to the order.
Beginning July 1, 2025, qualifying online rent-to-own merchants pay no more than $500 for a Wyoming license. This cap applies only to applicants outside the physical-location and independent third-party retailer fee groups. The Banking Commissioner sets fees for independent third-party retailer locations by rule. Merchants with an office or business location licensed under the Act on July 1, 2025, received temporary statewide licensing coverage. That coverage expired December 31, 2025.
