2 provisions identified: 1 benefits, 0 costs, 1 mixed.
The Wyoming Livestock Board must tell producers about all available identification options for tracking livestock disease. State policy opposes the federal electronic-tag mandate and supports voluntary methods, including brands, backtags, tattoos, and ear tags. Wyoming must work with metal-tag makers and seek agreements with other states for livestock transport without electronic tags. The state must demand a full federal cost accounting for lawmakers, covering equipment, tags, facility changes, paperwork, and digital reporting. The law took effect immediately upon becoming law, with no later phase-in or sunset.
Buyers in receiving states must tag livestock when that state requires electronic identification. This responsibility does not apply when the Wyoming owner has voluntarily used electronic identification devices. The rule shifts tagging responsibility from Wyoming owners to buyers in covered sales; no tagging cost is specified. Wyoming-licensed and accredited veterinarians can still issue veterinary inspection certificates that meet the destination's requirements.
