To suspend the operator's license of a person who has repeatedly violated state law requiring a motor vehicle to stop for a school bus that is displaying flashing red signal lights.

To implement the recommendations of the Auditors of Public Accounts submitted in their most recent annual report, including to require Governor or Attorney General approval for additional agreements with state employees over a certain amount, require agreements with foundations to provide when foundations will reimburse the expenses, salaries and benefits of state employees providing services for the foundation, remove the Comptroller from the Treasurer's audit, remove the State Contracting Standard Board's ability to request the auditors to conduct its audits, modify provisions concerning state agency contracts and agreements for auditing services, add a time frame for quasi-public agency annual reports to the auditors and provide that the annual comprehensive financial review of the Technical Services Revolving Fund is performed as part of the audit of the State Comptroller's annual comprehensive financial report.

AN ACT CONCERNING THE STATUTE OF LIMITATION FOR INJURY CAUSED BY FRAUD IN THE PROVISION OF FERTILITY CARE AND TREATMENT.

To provide that an action to recover damages for personal injury to a person caused by fraud in the provision of fertility care and treatment may be brought not later than three years from the date the minor child affected by such fraud reaches the age of majority, or three years after the date on which the fraud is discovered, whichever is later.

To: (1) Revise processes related to applications for, and issuance of, trade name certificates, (2) provide the Secretary of the State with additional authority to take actions with respect to fraudulent filings, deceptive business solicitations and the dissolution of corporations that fail to comply with state law, (3) revise provisions relating to the issuance of an apostille, and (4) increase permissible fees that may be charged by a notary.

To (1) require members of boards, commissions, committees and councils within the Executive Department with contract authority to file statements of financial interests, (2) permit the filing of the name of certain tax-sheltered annuity retirement plans in lieu of naming specific securities within such statements, and (3) apply substantial conflict of interest provisions in the state code of ethics for public officials and state employees to conflicts involving the public official's or state employee's nonstate employer or spouse's nonstate employer.

To require that a tenant only be charged for utilities if such tenant's dwelling unit has an individual meter.

To: (1) require certain health insurers, preferred provider networks and other entities to include certain provisions in contracts with health care providers regarding reimbursement for certain covered health benefits, (2) clarify the definition of "anti-steering clause" under section 38a-477i of the general statutes, (3) require the Insurance Commissioner to conduct a study concerning various revisions to the insurance statutes, (4) change the time period that a health carrier and participating provider shall continue to abide by the terms of a contract under section 38a-472f of the general statutes, (5) prohibit a health carrier from using a software tool to downcode or deny certain health insurance claims, (6) establish a rebuttable presumption for purposes of the review of an adverse determination under section 38a-591e of the general statutes, and (7) prohibit certain health carriers from requiring step therapy for prescription drugs used to treat a chronic, disabling or life-threatening condition.
