Applies to certain personnel actions against federal employees: firing; suspensions lasting more than 14 days; lowering an employee’s grade; cutting pay; and furloughs of 30 days or less. It also covers several specific actions in other laws: suspension or removal under section 7532; reduction-in-force under section 3502; returning a probationary supervisor/manager to their prior grade under section 3321(a)(2); grade cuts or removals under section 4303; actions under sections 1215 or 7521; and suitability actions by the Office under its regulations and the President’s competitive-service rules.
