Became Law

Agencies must now send any trafficking-related contract violation to their suspension and debarment official first. That official can suspend or bar a contractor from future federal work. Agencies can still take other steps, but the referral comes first. This raises the chance of suspension or debarment. The change takes effect upon enactment.

117-s-2607, Iran Hostages Congressional Gold Medal Act
Honors the 53 Americans held hostage in Tehran with a single Congressional Gold Medal. The law defines who counts as a hostage, documents their physical and psychological hardships and notes that 35 of the hostages were still living. It directs the Treasury to design and strike the gold medal, places that medal with the Smithsonian’s National Museum of American History for display and loan, and allows the U.S. Mint to sell bronze duplicates to cover costs with proceeds deposited to the Mint’s Public Enterprise Fund.
117-s-1404, Ghost Army Congressional Gold Medal Act
This law awards a Congressional Gold Medal to the 23d Headquarters Special Troops and the 3133d Signal Service Company, known as the Ghost Army, in recognition of their World War II deception operations in Europe. The Secretary of the Treasury will strike the gold medal with suitable emblems and inscriptions and give it to the Smithsonian for display and research, with a sense of Congress that the Smithsonian should make the medal available for display at other locations tied to the Ghost Army. The Secretary may also strike and sell duplicate bronze medals at prices that cover production costs, and the United States Mint Public Enterprise Fund will pay the medal costs and receive proceeds from duplicate sales.
