Jackie Robinson Ballpark National Commemorative Site Act
Sponsored By: Representative Waltz, Michael [R-FL-6]
Became Law
Summary
This law designates Jackie Robinson Ballpark in Daytona Beach as the Jackie Robinson Ballpark National Commemorative Site and adds it to the African American Civil Rights Network. The Secretary of the Interior may enter into cooperative agreements for interpretation and education but may not make the Site a unit of the National Park System, acquire land, or override private property rights or local zoning. The Secretary must complete a special resource study and report to Congress within two years after funds are made available.

Bill Overview
Analyzed Economic Effects
3 provisions identified: 2 benefits, 0 costs, 1 mixed.
Property rights protected at the Site
The Interior Department cannot take land for this designation. Local zoning and Florida land-use plans still apply. The site owner keeps control of daily operations. The agency cannot use condemnation or interfere with private property rights.
Study on full National Park status
The Interior Department must study whether the site should join the National Park System. The study looks at ways to preserve and explain the site with federal, state, local, or private partners. It follows federal study rules. The Secretary must send Congress a report within 2 years after money is provided.
Education partnerships, not a park unit
The Interior Department can sign agreements with local governments, nonprofits, schools, or the owner. These agreements support education and interpretation at the Jackie Robinson Ballpark site. The site is not a National Park System unit, so usual park rules and funding do not apply. This authority is in effect now.
