Part D Premium Protection Act of 2026
Sponsored By: Representative Bilirakis, Gus M. [R-FL-12]
Introduced
Summary
Temporary premium credit for Medicare Part D enrollees in 2027 would reduce what beneficiaries pay for prescription drug plan premiums by creating a one-year, federal payment that offsets part of plan premiums. The credit would be calculated from CMS's Part D Premium Stabilization Demonstration results using premium data from 2025 through 2026 and paid to plan sponsors while ensuring net enrollee premiums do not go below $0.

- Part D prescription drug plan sponsors: Would charge reduced standard premiums to enrollees and receive federal payments that cover the credit amount for each enrollee.
- Federal government and taxpayers: Would provide a temporary subsidy to PDP sponsors for one year tied to prior demonstration performance and historical premium data.

Lower 2027 Medicare Part D Premiums
If enacted, this bill would create a one-year credit for Medicare Part D prescription drug plan (PDP) enrollees in 2027. The Secretary of Health and Human Services would set the credit using results from the Part D Premium Stabilization Demonstration. HHS would calculate it from premiums in effect January 1, 2025 through the last day of 2026 for which data are available. Your PDP sponsor would bill the usual 2027 premium minus the credit. Your net premium could not be less than $0. The Secretary would pay each sponsor the credit amount subtracted from enrollees' premiums.
