Fixes agency status date for judgments
This bill would change when courts decide if a person or entity is an agency or instrumentality of a terrorist party for TRIA cases. If enacted, that status would be fixed as of the date the final judgment holder starts an action for execution or an attachment in aid of execution. The bill would keep the existing rule about satisfaction of judgments. The term "final judgment holder" means the judgment creditor who obtained the final judgment and who starts the enforcement action.
