Limits on international college athletes
This bill would require schools receiving Title IV federal student aid to cap international student athletes on each varsity team. For teams with 10 or more rostered athletes, no more than 20% of the roster could be international student athletes. For teams with fewer than 10 rostered athletes, at most one international student athlete could be on the roster. Schools would report each varsity team’s international share every year to the Secretary of Education and the applicable athletic association. The rule would start July 1, 2029, and apply beginning in the 2029-2030 academic year. The bill would count as "international" students who are not U.S. nationals or lawful permanent residents, and students who receive athletic pay or scholarships from a foreign Olympic or Paralympic committee.
