Childcare Cost Relief Act of 2026
Sponsored By: Representative Moylan, James C. [R-GU-At Large]
Introduced
Summary
Creates a predictable, formula-driven funding uplift that directs extra Child Care and Development Block Grant dollars to certain high-cost states and territories. This change would link any year-over-year growth in CCDBG reservations and allotments to a targeted payment for jurisdictions with disproportionately high child care costs.

More child care aid for high-cost states
This bill would require the Secretary of Health and Human Services to give each affected State or territory a payment equal to 2 percent of the year-over-year increase in CCDBG reservations and allotments. The calculation would exclude supplemental appropriations. Payments would be made before other CCDBG reservations or allotments for that fiscal year. The Secretary would decide which States and territories are "affected" by the first day of the first fiscal year after enactment, and every year after. Within 30 days of each decision, the Secretary would report to Congress on child care cost as a share of State median income, the State child care workforce and whether it meets needs, and a list of affected States and territories.
