Pre-development grants for faith-owned land
If enacted, the bill would direct HUD to start a competitive grant program within 1 year to fund pre-development work for affordable housing on land owned by faith-based organizations. The program would give priority to applicants with experience working with faith groups or developing housing. It would authorize $100 million for fiscal year 2027, with amounts available through the end of fiscal year 2031. Grants would only cover early costs like schematic designs, environmental reviews, feasibility and market studies, legal work, financing applications, and similar pre-development activities. The pilot would end 5 years after HUD establishes it.
Training for faith-based housing partners
If enacted, each grant recipient would be required to provide training and technical assistance to every faith-based organization tied to pre-development work funded by the grant. Recipients could use grant money to pay for that training and help. The requirement would apply when an entity receives a grant. The pilot would end 5 years after HUD establishes it.
