Grants for utilities to harden grid

If enacted, the bill would create a Wildfire and Grid Reliability Program at the Department of Energy and require DOE to set it up within 90 days. The program would authorize $15 billion per year for fiscal years 2027 through 2036 for electric utilities to reduce wildfire ignition risk and improve grid reliability. At least 40% of funds would be for wildfire‑risk reduction projects and at least 20% would go to utilities that sell 4,000,000 MWh or less per year; grants must be supplemental to utilities' existing hardening plans. Most grantees would need to match grants dollar‑for‑dollar, but small utilities (≤4,000,000 MWh/year) would need to match at least one‑third; DOE could give technical assistance and hiring grants that would not require matching. DOE would report to Congress not later than 2 years after enactment and every 2 years after on reliability and wildfire‑risk outcomes.
