Stricter exclusion rules for providers

If enacted, this bill would change who the HHS Inspector General can exclude from Federal health care programs. For some entity-based exclusions, it would treat ownership, control, and officer status as of the time of the underlying conviction, civil monetary penalty, or exclusion. It would also allow exclusion of an individual who controlled a sanctioned entity when the sanction occurred. The bill would correct a statutory cross-reference and would not create new funding or change the underlying penalties themselves.
