Regulations from the Executive in Need of Scrutiny Act of 2025
Sponsored By: Representative Cammack, Kat [R-FL-3]
Introduced
Summary
Requires congressional approval for major agency rules. This bill would make high‑impact federal regulations effective only if Congress passes a joint resolution approving them and would force agencies to publish the data and analyses behind each rule.

Bill Overview
Analyzed Economic Effects
5 provisions identified: 1 benefits, 2 costs, 2 mixed.
Congress must approve big rules
If enacted, the bill would define a "major rule" as any agency rule likely to have $100 million or more in yearly economic effect. The OIRA Administrator would decide whether a rule meets that test. Major rules would have no force or effect unless Congress enacts a joint resolution approving them. The bill would also speed Congressional review clocks and change how nonmajor rules may be disapproved.
Limits on court review of rules
If enacted, the bill would bar most judicial review of determinations under this chapter. Courts would still be allowed to decide only whether an agency completed the procedural steps required for a rule to take effect. A joint resolution approving a rule would not alter statutory authority in court except to show whether the rule is in effect.
Narrower definition of agency rules
If enacted, the bill would narrow which agency actions count as "rules." It would exclude rules that apply to just one party, agency management or personnel rules, and organizational or procedural rules that do not change outsiders' rights or duties. Fewer actions would face the bill's congressional review and disclosure requirements.
GAO study on rule costs
If enacted, the bill would require the Government Accountability Office to count how many rules and major rules were in effect on the date of enactment. The GAO would estimate the total economic cost of those rules and report to Congress within one year. This would give lawmakers more data about regulatory costs.
Federal Reserve rule exemption kept
If enacted, the bill would exclude monetary policy rules by the Board of Governors and the Federal Open Market Committee from the chapter's review and approval process. Those Federal Reserve rulemakings would remain outside the new congressional procedures. The change preserves the Fed's current independence from this bill's framework.
