Introduced
Summary
This bill creates a framework of targeted sanctions on people and banks that fund or facilitate PLO and Palestinian Authority payments to terrorists and their families.
Show full summary
It uses blocking of property, visa bans, and limits on U.S. banking access to pressure actors tied to a compensation system that pays salaries, benefits, or rewards for acts of terrorism.
- PLO and Palestinian Authority officials, representatives, and affiliated entities can have property blocked under the International Emergency Economic Powers Act and face visa ineligibility and immediate visa revocation if tied to the compensation system.
- Foreign financial institutions that process or facilitate these payments, or that do significant transactions with designated persons, can be barred from opening or maintaining U.S. correspondent or payable-through accounts.
- The President implements the sanctions under IEEPA, with regulations or guidance due within 60 days, a 30-day congressional reporting step on designations, and a termination trigger if the Secretary of State certifies the payment system has ended.
