New tax credit for fertility costs

If enacted, this would create a nonrefundable tax credit for fertility (ART) expenses you pay. You could claim costs for you, your spouse, or your dependent, up to $20,000 per person each year. If both spouses have costs and file jointly, the total cap would be $40,000 (also for some surviving spouse returns). The credit would phase out with income: single filers between $200,000 and $300,000 AGI; joint filers between $400,000 and $600,000. Insurance reimbursements would reduce the credit, and you could not also use the same expense for another credit or deduction or have two taxpayers claim the same dependent’s costs. Married couples would need to file jointly to claim it, and unused amounts could carry forward for up to 5 years. It would apply to tax years starting after enactment.
