Lobbying Disclosure Improvement Act

Sponsored By: Representative Neguse, Joe [D-CO-2]

Introduced

Summary

Requires lobby registrants to disclose whether they claim the Foreign Agents Registration Act section 3(h) exemption. The Lobbying Disclosure Improvement Act would add a new item to Section 4(b) of the Lobbying Disclosure Act of 1995 so registrants must affirmatively state if they are exempt under 22 U.S.C. 613(h). It also tweaks punctuation in the existing disclosure list to fit the new item, increasing transparency about claimed FARA exemptions.

New foreign agent exemption disclosure for lobbyists

If enacted, this bill would add one question to federal lobbying registrations. Lobbying registrants would need to state whether they claim an exemption under the foreign agent law. The statement would be part of the standard Section 4(b) filing. This could help the public and watchdogs see who claims that exemption. Registrants would have a small extra paperwork step.
