Protecting Life and Integrity in Research Act of 2025
Sponsored By: Representative Onder, Robert F. [R-MO-3]
Introduced
Summary
Prohibits federal support for research using human fetal tissue obtained from induced abortions. It would limit federally supported research to tissue from miscarriages or stillbirths under a revised Public Health Service Act and allow development of new high-efficiency cell lines only if those cell lines are not derived from tissue obtained through an induced abortion.
Show full summary
- Researchers and vaccine developers: Permits development or support of new high-efficiency cell lines for vaccines and genetic vectors only if the cell lines are not derived from fetal tissue obtained via induced abortion.
- Tissue procurement and donors: Bans solicitation or knowingly accepting donations of fetal tissue known to come from an induced abortion and tightens rules on how such donations are procured and documented.
- Definitions and program changes: Creates a program under an amended Public Health Service Act section 498A to support research on tissue after miscarriage or stillbirth, defines miscarriage as less than 20 weeks and stillbirth as 20 weeks or more, and repeals Section 113 of the NIH Revitalization Act of 1993.

Bill Overview
Analyzed Economic Effects
2 provisions identified: 0 benefits, 1 costs, 1 mixed.
Ban on abortion-derived fetal tissue research
If enacted, the bill would bar federal agencies from doing, funding, approving, or supporting research that uses fetal tissue from an induced abortion. It would still allow federal support to develop new, high-efficiency cell lines, including for vaccines and genetic vectors, if those lines are not made from abortion-derived tissue. It would also prohibit people from asking for or knowingly accepting donations of fetal tissue when they know it came from an induced abortion or from a pregnancy started to provide tissue. Transfers for autopsy or burial would still be allowed.
Allow research on miscarriage and stillbirth tissue
If enacted, the bill would let Health and Human Services do or fund research using fetal tissue from miscarriages or stillbirths, following section 498A rules. It would define terms: fetal tissue includes tissue after abortion, miscarriage, or stillbirth; miscarriage means under 20 weeks; stillbirth means 20 weeks or more. Some donation rules would apply only when tissue is meant for transplantation, and one clause would focus on tissue after a miscarriage. It would also repeal a related NIH statute note to line up older law with these changes.
