HR2460119th CongressWALLET

Eliminating the RFS and Its Destructive Outcomes Act

Sponsored By: Representative Perry, Scott [R-PA-10]

Introduced

Summary

Repeals the Renewable Fuel Standard (RFS). This bill would repeal Section 211(o) of the Clean Air Act, eliminating the RFS program and changing other laws to match that repeal. It removes RFS-related text from the Clean Air Act and updates the Petroleum Marketing Practices Act to reflect the law as it stood the day before enactment. The text adds a transitional clause, and it creates no new funding, no new programs, and it does not change tax rates.

Bill Overview

Analyzed Economic Effects

2 provisions identified: 1 benefits, 0 costs, 1 mixed.

End biofuel blending rules for refiners

This bill would repeal Section 211(o) of the Clean Air Act and end the Renewable Fuel Standard program. Refiners, importers, and fuel blenders would no longer have RFS compliance duties. Biofuel producers would lose a federal mandate that guarantees some demand. Gasoline blends, farm markets, and fuel prices could change for households. The repeal would take effect upon enactment, with no phase-in.

Lock fuel franchise rule version

This bill would fix which fuel rule the petroleum franchise law uses. It would point to the version of 40 CFR part 80 in effect the day before enactment. This would give franchisees and fuel marketers a stable, predictable reference. The change would take effect upon enactment.
