This bill would direct the Department of Health and Human Services to study the benefits, availability, and coverage of abortion doula care and publish a public report with policy recommendations.

- Individuals seeking abortion care would be included in a representative, anonymized data collection to assess doula impact on well‑being, satisfaction, and quality of care before, during, and after abortion.
- Abortion doulas and other practitioners would provide data and be studied for workforce issues such as credentialing and Medicaid reimbursement barriers.
- State Medicaid programs and policymakers would get a report with recommendations on how to incorporate doula services into State plans or waivers under Title XIX, including covered services and payment models.
- The study would review academic literature, consult experts, emphasize access in underserved and rural areas, and make its findings publicly available on the HHS website within 18 months.
