Cleanup liability for selling old ex-commercial boats

If enacted, you could owe costs if you transfer a covered boat for recreation and it later sinks on U.S. waters. Covered boats are commercial vessels or recreational boats that used to be commercial. It would apply only if the boat is at least 35 feet long and at least 40 years old. Costs could include removing the boat and debris, pollution cleanup, damages from the sinking, and water intake pump shutdowns or repairs. It would not apply if the new owner had insurance for the 12 months after transfer that covers those costs, or if the boat is under 35 feet or under 40 years old.
