New reporting rules for foreign subawards
If enacted, recipients of certain subawards would need to report them. This would apply when a subaward goes to an entity in a foreign country of concern or to a foreign entity of concern, as defined in 15 U.S.C. 4651. Reporting would follow the same data and method used for current federal subaward rules, and it would apply to any dollar amount. The bill would define what counts as a subaward and who is a prime award recipient. The Director would have 90 days after enactment to issue guidance and data standards.
