Grants for seafood-university ocean research

This bill would create competitive grants for teams of seafood businesses and universities to study ocean acidification. It would authorize $5 million each year from 2026 through 2030. Federal funds could cover up to 85% of a project's cost. The rest could be in-kind or other noncash support, and the Secretary could waive the match in limited cases. Projects would need both partners, fit national research plan themes, and share results. The Secretary would favor projects in vulnerable ecosystems or communities, with local support, or that use industry boats or facilities for research. Other marine-dependent industries could substitute for seafood when appropriate. Applicants would show partner roles and qualifications and file progress reports. The Secretary would issue grant guidelines within 180 days of enactment. The program would end on September 30, 2030.
