Consent is Key Act

Creates a federal incentive that boosts Sexual Assault Services Program grants to states that authorize civil damages and equitable relief for the nonconsensual removal of sexual protection barriers. It defines the covered grant as funding under the Sexual Assault Services Program and defines "nonconsensual sexual protection barrier removal" to include removing condoms, internal condoms, dental dams, or other barriers without consent. The Attorney General may increase a state's covered grant by up to 20 percent of the state's three‑award average for a four‑year period, with up to four increases per state. *Authorizes $5.0 million per year for fiscal years 2026 through 2030 to carry out the program, which would increase federal spending by those amounts over that period.*
