Bill Overview
Analyzed Economic Effects
2 provisions identified: 2 benefits, 0 costs, 0 mixed.
New shelter grants for women and families
If enacted, the Secretary would give new grants to nonprofits that help women, families, seniors, and survivors facing homelessness. Grants could pay for shelter operations; mental health and substance use care; childcare; job help; case management; food; therapy; and trauma and victim services. They could also fund housing relocation and stabilization for people who are homeless or at risk. Nonprofits would have to apply and report unduplicated counts served, housing placements, and coordination with local partners. The Secretary would offer technical help to grantees, and the program would start upon enactment.
Broader homelessness rules for survivors and rural residents
If enacted, more people could count as homeless for help. The Secretary could consider if you live in an indigenous, rural, or marginalized community. The bill would remove the word "unaccompanied" so families are not excluded by that wording. It would also tell the Secretary to name women, women with children, survivors, and others at risk in the domestic violence definition, consistent with federal rules. These changes would guide program eligibility and would take effect upon enactment.
