Space Launch Noise Mitigation Study Act

Sponsored By: Representative Carbajal, Salud O. [D-CA-24]

Introduced

Summary

Would direct the Department of Defense to study a potential grant program to help communities reduce noise from DoD space launches. The study would estimate funding needs, define eligible communities and covered facilities, and recommend noise‑mitigation technologies and specific noise metrics.

Show full summary
  • Residents: People living near vertical space launch ranges could become eligible for grants to install noise mitigation in private homes built before January 1, 2026.
  • Community facilities: Schools, hospitals, daycares, and senior‑serving facilities are defined as "covered facilities" and would be counted when estimating funds and choosing mitigation measures.
  • Local governments: Units of local government designated by the Secretary of the Air Force as negatively affected would be the eligible communities for any future grants.
  • Study design and data: The study would break down funds by facility type, recommend geographic eligibility, assess mitigation technologies, and evaluate noise using metrics such as 100 dB C‑weighted single‑event and 90 dB A‑weighted maximum, PK 15, plus range and sonic boom monitoring data.

One-year study on launch noise fixes

Within one year of enactment, DoD’s acquisition chief would have to study a space launch noise grant program. The study would consult Space Launch Delta 30 and 45, and use data from all federal ranges with at least one vertical launch in 2024 or later. It would review specific noise measures (like 100 dB C‑weighted single events, 90 dB A‑weighted max, 115 dB day‑night peak, and PK 15). It would estimate costs by facility type, count affected buildings, and recommend which areas should be eligible and how to reduce disturbances. PK 15 would be defined as the peak level exceeded by 15% of launches, measured without frequency weighting.

Who could get launch noise grants

This bill would set who could be counted for future launch-noise grants. Homes, schools, daycares, hospitals, and senior facilities built before January 1, 2026, and not federally owned, would count as covered facilities. An eligible community would be a local government area the Secretary of the Air Force designates as harmed by DoD launch noise. If created later, a grant program run by the Secretary of Defense would help these communities install noise‑reducing technology. These are definitions only; no grants or funding would start yet.
