Summary
Expands federal ferry program eligibility to include the Commonwealth of the Northern Mariana Islands. The bill would rewrite IIJA ferry definitions so CNMI can compete for program funding and establish or run regular scheduled ferry services.
Show full summary
- Families and travelers in the CNMI could get federal support for regular sea connections. The bill covers ferry services that are operating, planned, or being established with the intent to run a regular schedule in the CNMI.
- CNMI governments and local planners would be eligible to apply for grants to set up and operate eligible services. For program purposes the CNMI is treated as a "rural area" and is explicitly listed among jurisdictions counted as a "State."
- Ferry operators elsewhere also see clarified eligibility rules. The bill adds two qualifying categories, including services that ran a regular schedule anytime during the five-year period ending March 1, 2020 and services that serve areas more than 50 sailing miles apart, and it folds CNMI funding into the IIJA ferry program’s existing framework.

Federal ferry funds for CNMI
If enacted, CNMI could get federal ferry program funds. The CNMI would count as a State for this program. All areas in the CNMI would count as rural. Money could help start and run eligible ferry service there. A ferry could qualify if it ran a regular schedule anytime in the five years before March 1, 2020. It must have served at least two rural areas over 50 sailing miles apart. Ferries in the CNMI that operate or are planned to operate a regular schedule could also qualify. This change sets eligibility but adds no new dollars.
