Groundwater Rise and Infrastructure Preparedness Act of 2025

Sponsored By: Representative Mullin, Kevin [D-CA-15]

Introduced

Summary

Creates a national program to map coastal groundwater rise and study its risks to infrastructure and public health. The bill would require the US Geological Survey to produce decadal groundwater-rise maps through 2100, host them on a public website, identify priority flood-risk areas, and commission a two-phase National Academies study on infrastructure and health impacts with recommendations for federal action.

Bill Overview

Analyzed Economic Effects

2 provisions identified: 2 benefits, 0 costs, 0 mixed.

Coastal communities get risk maps

If enacted, USGS would build a National Groundwater Rise Forecast within 18 months. It would map all coastal areas in the continental U.S., with decadal projections through 2100. The maps would show flood risk and saltwater intrusion and flag high-risk areas. A public website would post the maps and tools for planners and emergency managers. The program would also recommend research needs for better average and extreme-event forecasts. The bill would authorize $5 million for FY 2025 and 2026 to run this work.

Coastal study on groundwater, infrastructure, health

After the mapping work, USGS would consult NOAA, EPA, NIST, and others, then seek a National Academies study within six months. The study would use the maps and have two phases. Phase I would assess risks and costs to roads, buildings, underground utilities, sewers, water pipes, and storm drains, and changes in quake-related soil liquefaction. Phase II would examine mobilized contamination, health risks, and threats to drinking water and farms from saltwater intrusion. The Director would send Congress the findings within three years after the study starts.
