Bill Overview

Analyzed Economic Effects

2 provisions identified: 1 benefits, 1 costs, 0 mixed.

Limit on redrawing U.S. House districts

If enacted, the bill would stop a State from redrawing U.S. House districts again after it redraws following an apportionment. The ban would last until the next apportionment under federal law. A court could still require new maps to fix constitutional or Voting Rights Act violations. This would apply to any congressional redistricting that occurs after the regular 2020 census.

Preserve state and local election rules

If enacted, the bill would not change how States run state or local elections. It would not affect how States set districts for state or local offices. This clarification would apply when States redraw U.S. House districts after the 2020 census.
