Summary
Creates an Inspector General for the Executive Office of the President (EOP) and lays out special rules for what that office can examine, how it reports, and how classified material is reviewed. The bill would add the EOP to the Inspector General Act and require the President to appoint an EOP Inspector General within 120 days of enactment.

More oversight reports at the White House
The White House IG would do two reviews of classification rules. The first must finish within 1 year after enactment, and the second within 1 year after the first. After each review, the IG would send a report within 45 days to Congress, the President, and the ISOO Director. Twice a year, the IG would also send detailed reports by April 30 and October 31. These would list fixes, certify access, and note any work blocked by a Presidential order; copies go to committee leaders within 30 days.
New watchdog for the White House
This bill would put the Executive Office of the President under the Inspector General Act. The President would have to appoint a White House Inspector General within 120 days after enactment. An outside council would audit the new IG office within 120 days after the appointment, and then every year. The council would send findings to Congress by October 31 after the first audit and each year after.
President could limit some IG probes
The President could block some IG audits, investigations, or subpoenas about confidential sources, intelligence, or undercover work. If used, the President would have to notify the IG in writing within 30 days. The IG would then send that notice to key congressional committees within 30 days.
