Show full summary
- Exempts close-family loans. Loans between spouses, domestic partners, parents and children, siblings, aunts or uncles and nieces or nephews, and grandparents and grandchildren are allowed for lawful purposes without the waiting period.
- Exempts law enforcement, security, and military transfers. Transfers to law enforcement agencies or officers, armed private security professionals, and members of the armed forces acting within official duties are not subject to the wait.
- Allows emergency and limited temporary transfers. Temporary transfers to prevent imminent death or great bodily harm are allowed, and limited temporary transfers are allowed for shooting ranges, for hunting/trapping/fishing when required permits are met, or while the transferor is present, where the transferor has no reason to believe the transferee will misuse the firearm.
- Affects unlicensed sellers and some licensed transfers. It bars unlicensed-to-unlicensed handgun receipt until three business days after the recipient last offered to take possession, and it requires three business days to elapse after a licensee contacts the system for transfers that do not meet the exemptions.
- Timing rule. The changes would apply to conduct occurring after the 90-day period following enactment.

3-business-day wait for handgun purchases
If enacted, most handgun transfers would have a 3-business-day wait. For private person-to-person transfers, at least 3 business days must pass after the recipient last offered to take the gun. For dealer sales that are not exempt, the dealer would need to wait 3 business days after contacting the system. "Business days" means days when State offices are open. Exemptions would include law enforcement in official duties, short-term loans between close relatives, emergency transfers to prevent imminent harm, and limited temporary use at a range, for hunting, or while the owner is present. Violations would face existing federal firearms penalties. These rules would apply to conduct after a 90-day period following enactment.
