Cutting LNG Bunkering Red Tape Act

Summary

Clarifies that marine bunkering in U.S. waters is not an export under the Natural Gas Act. This bill would add a bunkering rule to Section 3 of the Natural Gas Act so that transfers of natural gas to a receiving vessel inside U.S. territorial seas or inland waters are not treated as exports. If the transfer happens in a foreign territorial sea or inland waters it would still be an export. The change aims to reduce regulatory uncertainty and ease reporting and compliance for companies refueling ships in domestic waters.
