Summary

Temporary waivers for shipping rules in noncontiguous U.S. areas during major disasters. This bill would allow agency heads to waive navigation and vessel-inspection laws for vessels carrying disaster relief to Puerto Rico, the U.S. Virgin Islands, Guam, American Samoa, the Northern Mariana Islands, Hawaii, and Alaska.

Faster disaster shipping for islands and Alaska

If enacted, after a Presidential disaster or emergency is declared, the agency over ship navigation or inspection rules would have to waive them for vessels carrying disaster‑relief cargo to or from the affected noncontiguous area. The waiver would last up to 10 days. The agency head could extend it for up to another 10 days after consulting the area’s Governor. For one disaster, all waivers and extensions together could not exceed 45 days. The agency would have to notify key House and Senate committees within 48 hours of any waiver or extension. Covered areas include Puerto Rico, the U.S. Virgin Islands, Guam, American Samoa, the Northern Mariana Islands, Hawaii, and Alaska.
