Sponsored By: Representative Plaskett, Stacey E. [D-VI-At Large]

Introduced

Summary

Links Haiti's U.S. trade preferences to stronger labor standards and export support. This bill would extend Haiti's preferential duty treatment through 2037, add annual compliance reviews and assistance, and direct the U.S. Trade Representative to lead technical help to grow and diversify Haitian exports.

Show full summary
  • Haitian workers: It lets an "interested party" request reviews of individual producers for compliance with core labor standards and Haitian laws on minimum wages and hours of work. Annual compliance assistance is expanded to help address problems faster.
  • Haitian exporters and firms: It extends preferential duty treatment to 2037 and raises a key performance threshold to 60 percent to shape eligibility. The bill also lengthens the program's multi-year performance periods to give firms a longer runway under the preference rules.
  • U.S. trade and support institutions: The U.S. Trade Representative must provide technical assistance, coordinate with the International Trade Center, and use a participatory process with Haitian agencies, employers, workers, and unions. Assistance prioritizes agricultural processing and apparel and requires reporting to Congress under the Trade Act.

Bill Overview

Analyzed Economic Effects

3 provisions identified: 1 benefits, 0 costs, 2 mixed.

U.S. help to boost Haiti exports

If enacted, the U.S. Trade Representative would provide technical help to Haitian agencies, firms, workers, and unions to grow and diversify exports to the United States. Priorities would include agricultural processing, apparel competitiveness and labor compliance, key services, and stronger trade institutions. The USTR would work with the International Trade Center, include Haitian partners, consult Congress, and report actions and results each year under the Trade Act of 1974.

Stronger labor checks for Haiti trade

If enacted, this would add a “safe and healthy working environment” to the factors used in Haiti trade decisions. Any interested party would be able to ask for a review of an individual producer’s compliance with core labor standards and Haitian wage and hours laws. Compliance work would shift from every two years to every year and would cover minimum wages and hours of work. While a producer gets help to fix problems, the President could suspend or limit that producer’s tariff breaks. The bill would also simplify some wording to focus on hours of work.

Haiti trade preferences extended to 2037

If enacted, the program’s end date would move from 2025 to 2037. The law would fix a key performance metric at 60%. It would lengthen evaluation windows, for example from 7 to 17 one‑year periods, and change related table counts from 16 to 28 or 26 one‑year periods. Other references would be aligned with the 2037 timeline.
