- Rural communities and employers: Projects that serve a rural area where trainees live, where the project is run, or where a hiring employer partner is located would get preference when applying for Health Profession Opportunity Grants.
- Trainees: Grant-funded projects must include a transportation assistance plan such as referrals to subsidized transit, or direct payments to cover transit costs or gasoline when public transit is not reasonably available.
- Program oversight: The Health and Human Services Secretary would report each Congress to the House Ways and Means Committee and the Senate Finance Committee on applications, approvals, and how well demonstrations address rural health workforce shortages.
Would take effect on October 1, 2025.

Rural health training and transport help
If enacted, federal health job training grants would favor projects that serve rural areas. Projects could be preferred if enrollees live in a rural area, the training runs there, or a hiring partner is there. Any funded project would need a plan to help participants get to training. It would help enroll people in subsidized transit where available, or give direct payments for travel or gas when not. These changes would start October 1, 2025, and would not guarantee funding or set payment amounts.
