Sponsored By: Representative Huizenga, Bill [R-MI-4]

Introduced

Summary

Keep pay and allowances flowing to Department of Homeland Security personnel during government shutdowns. This bill would create a temporary appropriation from Treasury funds to cover pay for specified DHS law enforcement job series, necessary DHS employees and contractors, and Coast Guard members when FY2026 or FY2027 appropriations lapse, with the authority ending when Congress enacts an appropriation or on January 1, 2027.

Homeland Security and Coast Guard pay during shutdowns

If enacted, this would keep pay and allowances flowing to Homeland Security and Coast Guard workers during any FY2026 or FY2027 shutdown. It would cover DHS law enforcement staff in listed series, plus other DHS employees or contractors the Secretary deems needed (like payroll, distribution, accounting, and commercial accounts staff). It would also cover Coast Guard members, civilian staff, and contractors, if they are not otherwise funded by law. Money would come from Treasury funds not otherwise appropriated. Payments would end when Congress passes new funding for these pay items, passes a funding bill without them, or on January 1, 2027, whichever comes first.
