Faster nuclear licensing, fewer hearings

If enacted, the Nuclear Regulatory Commission would be allowed to issue construction permits, operating licenses, combined licenses, and amendments without holding a hearing when no person whose interests may be affected requests one. The Commission would generally have to give 30 days' notice and publish once in the Federal Register before acting, but it could waive that notice for amendments it finds involve no significant hazards.
