Hearings on request for nuclear licenses
If enacted, the Nuclear Regulatory Commission could issue nuclear facility permits and licenses without a hearing when no one asks for one. The agency would give 30 days’ notice and publish once in the Federal Register before issuing, unless an amendment has no significant safety hazard, in which case it could skip the 30‑day notice. Any hearing that is held would use informal adjudicatory procedures. For uranium enrichment facilities, a hearing would happen only if an affected person requests one. These rules would apply to NRC cases pending on or after the date of enactment.
