Warrior Road Act

Sponsored By: Representative Patronis, Jimmy [R-FL-1]

Introduced

Summary

Embed national-defense priorities into federal highway planning and funding. This bill would require each state to identify its three highest-priority civil-defense highway projects, update those lists every two years with FEMA input, and tilt federal project selection and eligibility toward those projects.

Show full summary
  • States and metropolitan planning organizations would have to develop and biennialy update a priority list of the top three civil-defense highway projects and send each electronic listing or update to every Member of Congress.
  • Project selection and funding would shift. Discretionary grants under Title 23 would give priority to projects already designated as important to national defense under 23 U.S.C. §210 and to projects listed under the new priority process in §311. States must give those projects priority in planning to remain eligible for certain Title 23 funds.
  • Federal reporting and coordination would increase. The Secretary of Transportation, working with the Secretary of War, would report to Congress within one year with at least three priority defense-related projects per state.

Bill Overview

Analyzed Economic Effects

2 provisions identified: 1 benefits, 0 costs, 1 mixed.

National list and report on defense roads

The bill would require a national list of the top three civil‑defense highway projects from each state. The Secretary would review it with FEMA at least every two years and send each list and update electronically to every Member of Congress. Within one year, the Secretary, with the Secretary of War, would also send Congress a report naming defense‑related highway projects, with at least three top projects per state. This could guide which projects get attention and future grants.

Highway grants would favor defense projects

If enacted, the U.S. Department of Transportation would have to give grant priority to highway projects already labeled important to national defense under existing law. States and metro planning groups would need to promise to put those defense projects first to receive federal highway disbursements. This could shift money toward defense‑designated projects and away from some other local road work. It would not add new dollars, but it would change which projects go first.
