Show full summary
- Small business child care providers get consolidated guidance across six areas: operations, finances, legal compliance, training and safety, quality (including eligibility for Child Care and Development Block Grant funding), and other relevant topics.
- Sole proprietors and providers with limited administrative capacity are singled out for targeted distribution so they can access practical tools and translated materials.
- SBA partner centers — Women’s Business Centers, Small Business Development Centers, SCORE chapters, and Veteran Business Outreach Centers — must receive and disseminate the guide and related resources.
- The Administrator must consult with the Department of Health and Human Services, state lead agencies under the Child Care and Development Block Grant Act, and local child care resource and referral organizations before publishing and on periodic updates.

Small Business guide for child care providers
This bill would require the Small Business Administration to publish a guide for child care small businesses within 1 year, and update it at least every 5 years. The guide would cover operations, finances, legal compliance, training and safety, and quality, including how to qualify for Child Care and Development Block Grant funding, and be usable for different business models. Before each version, SBA would consult Health and Human Services, state lead agencies, and local child care resource and referral groups. It would be posted on an SBA website and published in English and the 10 most commonly spoken languages other than English, including Mandarin, Cantonese, Japanese, and Korean. SBA offices and partner centers (Women’s Business Centers, Small Business Development Centers, SCORE, and Veteran Business Outreach Centers) would distribute it to child care providers, including sole proprietors and providers with limited administrative capacity, as determined by SBA.
