Stricter foreign investment rules for farms

If enacted, the bill would add the Agriculture Secretary to the U.S. foreign-investment review committee (CFIUS). It would treat agricultural systems and supply chains as critical infrastructure and as critical technology. CFIUS could review any deal that could give foreign control of U.S. farms or agribusinesses, including transactions proposed, pending, or completed on or after enactment. The bill would also require annual reports to Congress by the Agriculture Secretary and the Comptroller General on foreign investments, influence, and espionage risks in U.S. agriculture.
