- Farmers and agribusiness: Transaction reviews would cover any deal that could give foreign control of U.S. agriculture businesses. This could mean more scrutiny of sales, mergers, transfers, and agreements affecting farms and food companies.
- Regulators and national security officials: The Secretary of Agriculture joins the Committee on Foreign Investment in the United States. Agricultural systems and supply chains are defined as critical infrastructure and as critical technologies, broadening the committee's reach.
- Researchers, IP holders, and supply-chain operators: The Secretary of Agriculture and the Comptroller General must each produce an analysis within one year and annually after. Reports must summarize foreign investments, assess risks to production and supply chains, identify top international threats, and describe espionage and theft techniques targeting agricultural innovation.

Stricter foreign investment rules for farms
If enacted, the bill would add the Agriculture Secretary to the U.S. foreign-investment review committee (CFIUS). It would treat agricultural systems and supply chains as critical infrastructure and as critical technology. CFIUS could review any deal that could give foreign control of U.S. farms or agribusinesses, including transactions proposed, pending, or completed on or after enactment. The bill would also require annual reports to Congress by the Agriculture Secretary and the Comptroller General on foreign investments, influence, and espionage risks in U.S. agriculture.
